If you do not have a teaching credential for the state that you intend to sub in, then you will need to have at least a bachelor's degree to work as a Swing Sub.
Verify with Checkr
- Our partner Checkr helps us conduct education verification for potential Swing Subs. (You will not be charged.) All you have to do is:

Why don't I see the option to complete Checkr?
Education verification through Checkr is only required in Washington D.C., New York City, Texas, and California (if you do not have a credential or sub permit). If you are not in these regions, you will not see this requirement.
I have a degree from outside the US, can I use that?
Yes! Checkr is able to verify international degrees.
How long does it take for Checkr to complete Education Verification?
The average processing time is 6 business days. For international degrees, the average processing time is 3 weeks.

Why Should I Become A Swing Sub? To help you determine if subbing with Swing is the right fit for you, we have compiled a list of frequently asked questions and answers.
How much money will I make?As a Swing sub, you’ll know the pay for an assignment before you accept it. Pay can vary based on your location and the requirements of the role.
Here are ballpark pay ranges for some of our regions:
California Subs are Swing Employees. This means that you would be paid an hourly wage. Most California subs are making up to these amounts on average per day.
- Northern California: up to $320
- Southern California: up to $260
All other states are paid on a per-day basis.
- Arizona — up to $170
- Illinois — up to $170
- New Jersey — up to $210
- New York — up to $200
- Texas — up to $150
- Washington D.C. — up to $240

Is there a minimum time commitment required to sub with Swing?
- No, you work with us as long as you wish!
Does Swing provide benefits?
- Because substitute teachers are independent contractors, we don’t provide direct benefits.* *In California, you may be eligible for benefits after a 12-month look-back period.
Is there a cost to join Swing Education?
- No, the cost lives with our school partners, so our substitutes do not pay us anything to work on our platform!
How do I get started?

How long until I can accept my first request?
- If you complete your background check in a timely fashion, you’ll be eligible to accept assignments within 1-2 weeks of your application submission date.
How and when am I notified about jobs?
- You are notified as soon as a school issues a request. There are three ways you can see (and accept) requests: via text message, our app, or on our online platform.

To start substitute teaching in the great Copper State of Arizona, you need two things:
- A valid credential (a Substitute Teacher's Credential or Teaching Credential)
- An IVP fingerprint clearance card
NOTE: You will need to have a valid credential before becoming a substitute with Swing Education.
If you already have a valid credential:
- Log into your Swing Education account
- Enter your Public Educator ID
- (Don't remember your Public Educator ID? You can look it up here.)
- Wait 3-4 days while Swing updates your account
What Credentials Do We Accept?
Swing accepts all administrative, Pre-K to 12 teaching, international teaching, and substitute teaching certificates, with the exception of Athletic Coaching, Intern, and Native American Language certificates. Student safety is of the utmost importance in Arizona, so before becoming a substitute teacher, you’ll need to pass a background check.

Arizona IVP Fingerprint Clearance Card (FCC)
Arizona IVP Fingerprint Clearance Card (FCC) One of the requirements to substitute teach in Arizona is to complete a criminal background check and obtain a Fingerprint Clearance Card (FCC). This is done through the Arizona Department of Public Safety (AZDPS).
How do I apply?
If you don’t already hold an IVP Clearance Card, you will need to obtain one through the following steps:
- Visit https://psp.azdps.gov/
- Select "Fingerprint Clearance Card"
- Select "Request a Replacement/Apply for a Card for Myself or Someone Else"
- Log into your AZDPS account, or if you don't have one yet, create one.
- Click "Apply for a New Clearance Card" then select "IVP"
- If you have never gotten an IVP Clearance Card before, select "No"
- Review the Privacy Act Statement and click continue
- Select “Public and/or Charter School Contractor, Subcontractor, or Vendor and their Employees”
- Fill out your personal info
- Enter Swing Education’s address: 700 S Claremont St, San Mateo, CA 94402, #200
- Visit https://www.aps.gemalto.com/az/index.htm for a list of fingerprint locations and hours.
- AZ DPS recommends calling ahead to verify hours of operation prior to travel and estimate wait time
Be prepared to pay to schedule an appointment. The price is around $75.25, and subject to change.
Important! - Once you receive your fingerprint clearance card number, please update your account so that Swing Education can verify your clearance card.

WorkBright Step-by-Step
WorkBright Step-by-Step How to Complete Your I-9 Info With WorkBright
WorkBright is Swing's alternative I-9 verification system that will be rolling out to a few select subs. We'll be rolling this update to our CA subs in the future.
Step 1: Look out for a WorkBright Message in Your Email
Click on the "Click here to sign in" link in order to create your WorkBright account.
Step 2: Fill out Profile Info
Once you're done signing in and creating a new password, please continue and fill in your account info.
Step 3: Start I-9 form
Click the "Start" button to move forward with your I-9 form submission.
Step 4: Your Personal Info will already be uploaded into I-9 Form
You'll have the option to include, edit, or exclude (for email and phone number) any info automatically added to your I-9 form.
Step 5: Complete Citizenship status info
Next, please select the appropriate status option on your I-9 form. Once you're done, click the "Next" button to move forward.
Step 6: Provide proof of Citizenship Status
You can either provide one document from List A or a combination of documents from Lists B & C.
List A includes the option to provide a US Passport or US Passport Card.
If you select "List B & C," you'll have an array of options to choose from.
You can select these options by clicking on the documents you have available that you'd like to provide. They'll turn green when selected.
Step 7: Upload Files and Documents
On the next page, you'll be able to upload images of the documents you selected and provide the document title and issuing authority. Please refer to the state agency that issued your documentation for reference.
For example, if you're submitting your driver's license from California, please write "California DMV" for Issuing Authority.
You will also have the option to remove any incorrect images by clicking the "Remove" image button.
Click on next when all your documents have been uploaded.
Step 8: Preparer & Translator Certification
Please indicate whether the form was completed with the assistance of a preparer or translator. If not, please select "No" and click on Next to move on to the next step. If so, please select "Yes" and fill out the form as shown below:
Step 9: Sign off on this section of your I-9 Document:
You'll then be asked to virtually consent to the validity of the I-9 info you provided. Click on "Finish" once you're done.
Step 10: Remote Verification:
Next, choose someone to review (in person) the work authorization documents you uploaded.
After you click on "Begin Now" you'll need to verify or share your location.
You will then need to add the phone number of the individual you selected to be your remote verifier:
Once you select the "Send Text Message" button, the individual you selected will receive a text to start the remote verification process:
Steps for Remote Verification:
These are the steps your remote verifier will have to take to verify and approve your I-9 documents.
Step 1: Share your location
WorkBright will need to verify that your remote verifier and you are both within the same vicinity. This is to prove that your remote verifier can verify your identity matches the documents you submitted.
Step 2: Complete in Person Review
Your remote verifier will need to verify their identification by including their full name and confirming who they are by checking the "Under penalty of perjury..." box.
Step 3: Confirm if the documents match the person requesting an I-9 verification
WorkBright will present the documents the remote verifier will need to review to see if they match. The remote verifier will be able to select whether the documents do or do not match on the bottom right-hand side.
Step 4: Sign Off On Remote Verification:
Once the remote verifier is able to confirm the documents match, they will be prompted to sign off on their review.
Step 5: Once Verification is complete, the Swing Team will begin the E-Verification Process
What is Next?
Subs who submit their I-9 forms will be able to review their I-9 documents via their WorkBright account.
Our team will review your I-9 submission on the morning of your ADP Setup.
Please keep an eye out for an email from our ADP Setup team on the day of your ADP Setup. Sometimes it can get lost in the spam or trash folder. If you notice you still haven't received it, please reach out to us an hour before ADP Setup starts so that we can resend it!

ADP Onboarding: Signing Documents. One of the final ADP Onboarding Experience steps is to sign off on Swing Education documents and policies. For some, there is an issue in the system when trying to add your signature to the documents. Please check these tips to make sure that you're able to sign:
- Chrome is the recommended browser. Check that the most updated version is downloaded (Select the three dots at the top right of Chrome > Help > About Google Chrome).
- Make sure "Block 3rd Party Cookies" is turned off.
- At the top right in Chrome, select the three dots then Settings.
- Under "Privacy and security," click Cookies and other site data.
- Make sure "Block third party cookies" is not selected.
- Allow Pop Ups
- At the top right in Chrome, select the three dots, and then Settings.
- Under "Privacy and security," click Site Settings.
- Click Pop-ups and redirects.
- Turn setting to Allowed.
- Once the above has been completed, the user must clear their cookies before attempting to log into the system again using SSO.
- At the top right in Chrome, select the three dots, and then Settings.
- Under "Privacy and security," click Cookies and other site data.
- Click See all cookies and site data> Remove all.

In California, the CTC issues many different credentials. Which ones authorize you to substitute teach?
- Emergency 30-Day Substitute Teaching Permit
- Single Subject or Multiple Subject Teaching Credential
- Substitute Teaching Permit for Prospective Teachers
- Life Credential (no longer issued after 1985)
If you have not obtained one of the above credentials, you may be able to continue onboarding as a non-credentialed Swing sub! (Depending on current demand in your area.)
After you onboard, please complete your SwingSub profile and share any credentials you've earned that aren't listed above. You'll get more attention from admins if they see additional credentials, such as paraprofessional, ECE educator, behavior specialist, etc.

How do I complete the Washington D.C. Background Checks and Work History Form? Per the School Safety Omnibus Amendment, the following are background check requirements for substituting in Washington, D.C.:
- Background check and Work History Document Review
- Employment History form
- DC Fingerprint (Must be through the FBI)
Background Check and Work History Form
All substitute teachers are required by law to complete a Work History Review. Please login to your Swing Education account to review the Disclosure of Background Investigation and the summary of your rights under the fair reporting act.
You will next review and sign our Acknowledgment and Authorization for Background investigation.
After signing, you can next complete the work history authorization form. The completed form will be sent to Gray Law, Swing Education's partner who conducts work history reviews.
Please note that during this process, we will contact all former employers listed and contact your character references. Due to this, the review could take 2-3 weeks to complete and update your account.

You can complete this step with our partner, Applicant Services. Simply follow the instructions in this article. After being fingerprinted, you will receive your background check results in as little as a few hours.
If you don't receive them via email, log in to your Application Services account here, download your results, and then upload a copy of your results to your Swing account.

Credentials and Permits
Unlike many municipalities, Washington D.C. does not offer a specific substitute teacher permit, and a teaching certificate is not required to become a substitute teacher. (Washington D.C. used to offer a substitute teaching license, but the Office of the State Superintendent of Education (OSSE) discontinued the program in March 2016.)
As a result, each school is free to set its own requirements for substitute teachers. For example, DCPS requires substitute teachers to receive a “Principal Recommendation” from a current district principal in addition to a college degree. Swing does not work with DCPS, and Swing does not currently require any additional credentials or principal recommendations to work through the Swing platform in DC.

How to Apply for your Substitute License in Illinois
How to Apply for your Substitute License in Illinois Swing Education partners with over 100 schools in Cook county, and we’d love to get you into the classroom. In order to do so, you’ll need a Substitute License.
Luckily, getting your substitute license is just a few simple steps!
1. Create your ELIS (Educator Licensure Information System) account here:
- Click here to start: https://apps.isbe.net/iwasnet/login.aspx
- If this is your first time applying, click "CLICK HERE FOR FIRST TIME ACCESS TO THE ELIS SYSTEM"
- Follow the prompts to create your account
2. Apply for a new license
Once your account is created, log in to ELIS and click on “Apply for a New License, Endorsement, or Approval”
On the home screen, complete the application
Notes:
- A $50 fee will be assessed electronically when the application is submitted (please have a credit card available)
- Note: ISBE is now offering reimbursements for the application fee if you work 10 days after receiving your Sub License. Learn more here.
- Make sure to upload your receipt to your Swing Education account to let our team know that you've completed this step.
3. Request a digital transcript from your University.
Please contact your university and have them email your official digital transcript to: transcripts@isbe.net
Once complete, click I requested my transcript in your Swing Education account
4. Register your Sub License and Share your IEIN # with us
Once your application is approved and your transcripts are received (typically 1-2 weeks), you will receive an email from ISBE (the Illinois State Board of Education), prompting you to log back into your account to register your Sub License.
Note: You will register for the region in which you desire to work, and we strongly advise registering in Cook County — most of our school partners are located there.
Additionally, you will need to register in each place you work thereafter. To do this, simply follow the prompts in the email from ISBE. Once logged in, click “Registrations” in your Action Center and follow the prompts to finish license registration. You will also see a yellow banner, which you can click.
Please note that ELIS has a $60 fee for registering your new sub license. Follow the prompts to submit and pay the $60 registration fee (please have a credit card available). Once registered, please confirm with Swing by uploading your receipt in your Swing Education account.
Also Note: Your sub license will be valid for 5 years, after which you will simply pay a fee to renew your license after the 5-year period.

How Do I Become a Substitute Teacher in Illinois — The Complete Guide Substitute Teaching License and Registration
To substitute teach with Swing Education, you'll need to have a Substitute Teaching License or a Professional Educator License (PEL) in Illinois. If you do not have any one of these licenses already, applying for a Substitute Teacher License is likely the best option.
To get started, log in or create an Education Licensure Information System (ELIS) account with the Illinois State Board of Education and follow the Substitute Application process. You must register your License in the regions you intend to work in. You should select Cook County, as our school partners are within that region. If you have already registered your license, you can add more regions on the ELIS website free of cost.
You can also substitute teach if you have a BA degree (official transcript must be on file with the IL BOE) and either: a valid Educator License with Stipulations (“ELS”) or Paraprofessional License.
Educational Requirements
If you do not have a Substitute Teaching License or a PEL, and instead hold only an ELS, we will need to verify that you hold at least a Bachelor's Degree (BA or BS) from a regionally accredited university.
Background Check Requirements
You'll need to get a background check before teaching as a substitute teacher in Illinois.
- Take this form to an Accurate Biometrics location near you. Bring your form, a current government-issued picture ID (such as a driver’s license, State ID, or passport), and an approved form of payment (credit cards work). No appointment is needed.
- Be prepared to pay for the background check. Background check cost is $63.50 as of August 2023, but is subject to change per the discretion of Accurate Biometrics.
- Please upload your Accurate Biometrics confirmation receipts to your Swing profile.
Chicago Public School Do Not Hire List
Before teaching with Swing Education, you will have to certify that, to the best of your knowledge, you have never been on the CPS Do Not Hire List.
How do I know if I’m on the Do Not Hire list?
If you ever worked at a CPS school and were added to the CPS Do Not Hire List, then you would have received a letter regarding your Do Not Hire designation. Submit your COVID-19 Vaccination Attestation

Substitute Permit or Teaching Credential
There are four teaching certificates that permit day-to-day substitute teaching in New Jersey:
- Substitute Teacher’s Credential
- Standard Teaching Certificate
- Certificate of Eligibility (CE)
- Certificate of Eligibility with Advanced Standing (CEAS)
Note: Within both standard and CTE substitute positions, there are different time limits for how long you can work in a district. A standard substitute can serve for no more than 20 instructional days in the same class unless approved by the Executive County Superintendent. In that case, a 20-day extension may be approved. A CTE Substitute can serve for up to 40 instructional days.

Criminal Background Check
To complete the check, the State of New Jersey’s Criminal History Review Unit (CHRU) works with the New Jersey State Police (NJSP) and the Federal Bureau of Investigation (FBI). The process includes investigating criminal history and any previous complaints from school districts.
Depending on your history of employment in New Jersey, you may qualify for one of three types of applications: a transfer, a new applicant, or an archive applicant.
1. If you’ve never worked for a school in New Jersey, you’re a new applicant. Your application will require a few steps:
- First, you’ll check your eligibility by going through an online system. This process requires entering:
- Your social security number
- Your personal contact information
- A few physical details
- Information about the district and school where you’ll be teaching
- Next, you’ll pay a $10 Criminal History Review Processing Fee. There’s also a $1 convenience fee.*
- Then, you’ll complete and/or print the IdentoGo NJ Universal Fingerprint Form. Fingerprinting costs $67.45 for those who have never been fingerprinted in the state of New Jersey.*
- Finally, you’ll schedule a fingerprinting appointment with MorphoTrust. Be sure to bring a photo ID to your appointment.
In approximately 2-4 weeks, you’ll be able to view your Applicant Approval Employment History through the Criminal History Review Unit’s website.
2. If you hold a Standard Teaching Certificate or Certificate of Eligibility and have been fingerprinted and approved by Criminal History Review since 2003, you’re an archive applicant.
- First, access the Criminal History Review Archive and select the second option: “Archive Application Request.”
- Enter your social security number
- Select and complete the “Applicant Authorization and Certification” form with information about the district and school where you’ll be teaching
- Next, you’ll pay a $27.50 Archive Processing Fee. There’s also a $1 convenience fee.*
In approximately two weeks, you’ll be able to view your Applicant Approval Employment History through the Criminal History Review Unit’s website.

TB Test
All SwingSubs in New Jersey must provide a TB test that shows a negative result, clearing them of active Tuberculosis infection. This TB test has to have been completed within the past 6 months to be valid.

Work History Form
In April, 2018, New Jersey Governor Phil Murphy signed S-414/A-3381 — a bill commonly known as “Pass the Trash” — into law. The legislation is designed to prevent school employees who are accused of sexual misconduct or child abuse in one education job from getting another.
All Swing Subs in New Jersey will have to complete this form. Upon completion, the form will be sent to Gray Law, Swing Education's partner who will conduct the work history review.
The work history review includes:
- Affirming that the applicant has not been accused of sexual misconduct or similar claims
- Completing a form listing employers for the past 20 years where the scope of employment involved direct integration with children
- Swing will also follow-up with those employers to confirm the applicants responses.
This form is only accessible through your Swing Education account.

How Do I Complete the New Jersey TB Test Requirement? All SwingSubs in New Jersey must provide a TB test that shows a negative result, clearing them of active Tuberculosis infection. Requirements for TB test:- Must be a skin test, blood test, or negative chest x-ray
- The TB test must have a negative reading
- Must have a read/results date from within the past 6 months
- Must be signed or acknowledged by a healthcare professional
You may go to your healthcare provider or any clinic, such as a MinuteClinic, for the TB test.You can get a TB test done at a location of your choice and upload TB test results to your Swing account.
Once you have completed the test, upload your TB test results to your Swing account. If your TB test was completed more than 6 months ago or does not display a negative result, you will need to get a new TB test done.

All New Jersey substitutes must complete their background check with the New Jersey Department of Education Office of Student Protection. The Office of Student Protection offers three distinct pathways to verify you are cleared to work through an entity such as Swing Education.
You can determine which path you should take by answering the questions available in the Background Check “To Do” module in your Swing account. If you do not see the Background Check module, you may be in a different stage of account set up – complete the steps shown in your account until you reach the Background Check module.
Why Do You Need to Do the Correct Background Check?
It is very important you complete the correct type of background check according to your circumstances and qualifications, as completing the incorrect background check can result in errors and significant delays in processing.
What Happens After I've Verified the Type of Background Check I Need?
Once you have verified which background check type you need to complete, you will receive instructions to do so in your Swing account. It is extremely important that you answer the questions in your Background Check module to determine which background check process you need to complete before you complete the corresponding background check pathway. How do I check the status of my Background Check?
If you would like to check the status of your background check, you can enter your information into the New Jersey DOE Office of Student Protection database. The New Jersey DOE typically updates records every Friday. If you see Swing Education’s county and district codes, as identified in your background check instruction page, that means that your background check has cleared for Swing. Download a copy of your Applicant Approval Employment History page and upload it to your Swing account under the final step of your Background Check module. If your background check is not complete and you have questions about its status within NJ DOE, you can reach out to them directly at OfficeofStudentProtection@doe.nj.gov.
How long will it take for my Transfer/Archive/New Applicant request to process?
Transfer and Archive requests are usually processed within 1-2 weeks. If you completed a New Applicant request the average processing time is 2-4 weeks. The NJ DOE updates records every Friday.

Educational Requirements to Become a Substitute Teacher
Although New York state does not have a minimum educational requirement for substitute teachers, many schools, districts, and substitute teacher companies do.
For this reason, Swing Education requires all of its New York substitute teachers to hold a bachelor’s degree.
Credentials and Permits
Unlike many states, New York does not offer a specific substitute teacher permit, and a teaching certificate is not required to become a substitute teacher. However, depending on the demand for credentialed vs non-credentialed substitute teachers from our school partners, there will be times where we are only onboarding those who have already obtained a permit.
There are advantages to subbing with a teaching certificate (e.g. substitutes without a certificate can work only 40 days in a given school district in an academic year). If you do hold a teaching certificate in New York, you can use this website to look up your information.
Substitute Teacher Background Check
To become a substitute teacher in New York, the first step is to get fingerprinted with the New York State Education Department (NYSED).
How To Schedule Your Fingerprinting Appointment
- Visit the IdentoGO site
- Enter your information and follow the prompts to set up your appointment
- Save the confirmation email for your records
Attend Your Fingerprint Appointment
- Bring the government-issued identification you provided when you signed up for the appointment
- Be prepared to pay $99 (via credit card, business check, or money order)
- At the conclusion of your appointment, the MorphoTrust enrollment agent will provide you with an IdentoGo receipt stating that you were fingerprinted

Texas Reimbursement Instructions - TEA Fingerprints Swing Education is excited to offer the opportunity for TEA Fingerprinting reimbursement to first-time TEA fingerprinted substitutes in Texas!
Below please find information about qualifying for your reimbursement, and associated instructions for submission and reimbursement.
How do I know if I qualify for reimbursement?
This offer is only available to those who complete their TEA fingerprints while onboarding with Swing.
To onboard as a substitute in Texas, you are required to have fingerprints on file with the Texas Education Agency (TEA). Some of you might already have fingerprints from previous employment, but others will need to complete this as a part of onboarding with Swing. If you need to complete fingerprints in order to onboard with Swing, we will reimburse those costs.
Any prints completed before Swing onboarding are not eligible for reimbursement.
When will I be reimbursed for my fingerprint?
After submitting your receipt, you will be reimbursed for the cost of the requirement after working your first day with Swing. The funds will be added to your first paycheck. Please note that this is only available to those that have completed this requirement during Swing onboarding.
How do I submit my receipt to be eligible for reimbursement after working my first day?

- You can also reach out to TEA directly through their Help desk to see if they can locate your fingerprints in their system. If they are unable to find your prints, you’ll need to follow the directions to get them done and submit your receipt for reimbursement eligibility.

Swing Texas Background Check Process Acknowledgement
Swing Texas Background Check Process Acknowledgement Texas Education Code Section 22.0834 requires that all teachers have either a name-based background check or fingerprint-based criminal history background check that is run through the Texas Education Agency (“TEA”). The results of these TEA background checks are stored in the Texas Department of Public Safety (“TxDPS”) Fact Clearinghouse. TxDPS no longer allows non-school entities such as Swing Education (“Swing”) to access these background checks in the Fact Clearinghouse (“Clearinghouse”) therefore our schools partners must review the TEA background check for SwingSubs. The personal information collected during account setup* is required to (i) sign you up to get fingerprinted through TEA, and (ii) for our school partners to access your background check results in the Clearinghouse. When you accept your first request at a particular school, that school may review and subscribe to updates on your background check.
As part of the sign-up process to work through the Swing Education platform, Swing Education will also check the public Texas Do Not Hire registry in accordance with House Bill 3. If your name appears on the public registry, either during the sign-up process or thereafter, you will receive an email from Swing Education with next steps.
Note: If you were previously onboarded with Swing in Texas, we may have asked you for some of the above information earlier. We were allowed to access the Clearinghouse directly before 2021, so we obtained this information from you in order to access the Clearinghouse ourselves, but in the interest of your privacy we did not store it.
By filling out and submitting the PII information required during account setup*, I hereby certify that this information is true and correct to the best of my knowledge. I understand that any misrepresentation, falsification, or omission of any information may result in delays in my setup process with Swing Education and/or my removal or termination from the Swing Education platform.
I hereby authorize Swing Education to upload this information to the Texas Education Agency in order for TEA to process my background check in accordance with Texas Education Code Section 22.0834. Note if you taught with Swing in Texas before and did not have fingerprints through TEA: you had until December 2021 to complete the TEA fingerprint process. After that, your account will have been suspended until you complete your new background check.

Step 2: Complete your Checkr Background Check
Once you’ve completed your fingerprints, and they're verified with TEA, you'll be prompted to complete an education verification and background check with our partner, Checkr.
This step should take just a few minutes. First, log into your Swing account. You will see a module outlining the process and a link to Checkr. Click the link, and complete the Checkr background check and education verification.
Once you're done, our team will review your information in Checkr and update your account.
Step 3: Teach with Swing!
After you are onboarded, you will be able to pick up requests with Swing. When you pick up a request at a school for the first time, that school will be notified and may review your TEA fingerprint background check record.

Texas "Do Not Hire Registry" — FAQs for Substitute Teachers
Texas "Do Not Hire Registry" — FAQs for Substitute Teachers In 2019, the Texas state legislature enacted a bill affecting who is eligible to work in a public school. The registry was created to identify individuals who are not eligible for hire in Texas public schools based on misconduct or criminal history. You can read more about the bill here.
As required by law, Swing Education checks the names of all Swing Subs against the Texas Do Not Hire (DNH) registry. Individuals whose names are found on the registry will have their Swing Education accounts deactivated.
How do I stay compliant?
You will receive an email from Swing with a link to an online consent form. There, you’ll give us your written permission to check your name against the private Texas Education Agency (TEA) registry.
Is the consent form mandatory?
Yes; you must give written consent to Swing Education before we can check your name against the private TEA registry.
If you choose not to submit the consent form and your name appears on the public TEA registry, we will be unable to check your account against the private TEA registry to ensure the name on the public registry corresponds to you (as opposed to someone who has the same name as you). We will therefore be obligated by law to suspend your account even without confirming that the name in the public registry is yours.
How long does it take to complete the consent form?
Completing and electronically signing the consent form will take approximately 2 minutes.
When is the consent form due?
The consent form is due by 11:59 p.m. PT on July 15, 2020.
How long does it take to check my name?
For substitute teachers new to Swing Education, checking your name against the registry is part of the onboarding process and will be completed by the time you are prompted to sign the Code of Conduct, which is the last step before you can begin accepting requests.
For teachers already working with us, it will take up to approximately 20 days from the time you complete the consent form.
How will I know when my name has been checked against the registry?
The registry check is like any other teaching requirement. To see that it is up to date, log into your account. Go go your name in the upper right corner of the top navigation bar and click “Account Settings”. The Texas DNH requirement will be marked with an expiration date in the future.
Why do you need my social security number and date of birth?
While there is a public TEA registry, we are legally obligated to obtain your written consent to conduct a search against the private TEA registry, which is done using personal information such as birthdates and social security numbers.
Swing Education will first check the public registry. If your name appears on it, we will then check the private TEA registry with your personal information. This way, we can determine whether the name on the public registry actually corresponds to you, or to someone else who has the same name as you.
What if my name is on the private TEA registry?
By law, Swing Education must deactivate your account and you will no longer be eligible to work with us. You will be notified by email if this is the case.

Background Check
Starting in 2021, all SwingSubs must have fingerprints on file with the Texas Education Agency (TEA).
Please read through our Background Check Acknowledgement for more information on this process.
Note: If you have worked with Swing in Texas in the past & were fingerprinted with Swing or another entity through TxDPS, we are unfortunately no longer able to accept these fingerprints. The fingerprints must be on file with TEA.
Step 1: Verify your Fingerprints with TEA
- Log into your Swing account and complete the TEA Fingerprint Check module.
- If we are able to verify that you were fingerprinted through TEA, your account will be updated in approximately 3-5 business days with next steps.
- If we are unable to verify that you were printed through TEA, you will get an email from IdentoGO with instructions on how to get your fingerprints done with TEA.
- Here are some tips to help find the email from IdentoGO:
- The email will be sent to the email address you provided to Swing
- The email will be from nobody@uemail.identogo.com (yep, that’s right, nobody)
- The title of the email will begin with “IdentoGO Service Confirmation,” unless process is updated by IdentoGO
- The email will be sent shortly after you complete your background check information step with Swing
- Check spam folders
- Click on the link in the email to schedule your fingerprinting appointment
- If you cannot locate this email, please open a ticket with TEA here
If you have worked with Swing in Texas in the past but need to be printed through TEA, you had until the end of the Fall 2021 semester to complete the TEA fingerprint process. After that, your account will be temporarily suspended until you complete your new background check.
If there are any issues with your background check or we require additional information, we will contact you from support@swingeducation.com.
Step 2: Complete your Checkr Background Check and Education Verification
Once you’ve completed your fingerprints & they’ve been verified to be on file with TEA, you will be moved to your next background check step: An education verification and background check with our partner, Checkr.
To complete this step, simply log into your Swing account. You will see a module outlining the Checkr process and a link to Checkr. Click the link and complete the Checkr background check and education verification - it should only take a few minutes!
Once you're done, our team will review your background check and education verification in Checkr, and update your account.
Step 3: Teach with Swing (Background check steps post-onboarding)
After you are onboarded, you will be able to pick up requests with Swing. When you pick up a request at a school for the first time, that school will be notified and asked to review your TEA fingerprint background check record using some of the information you submitted during onboarding.
Texas Education Agency Do Not Hire Registry check
In addition to the TEA background check, the 86th Texas Legislature passed House Bill 3 to further protect the safety and welfare of Texas students by:
- Requiring schools to report to the Texas Education Agency (TEA) when there is evidence that a non-certified employee abused or was involved in an inappropriate relationship with a student or minor.
- Creating a registry of individuals who are not eligible for hire in a Texas public school based on misconduct or criminal history

Credential (Optional)
Credentials are not required in the state of Texas to substitute teach. However, if you have one, we will accept it during or after onboarding. Simply upload a copy of your credential, and Swing will verify it.
FAQ
Do you need a state certificate/permit to sub in Texas?
- No. Because education in Texas is decentralized, it’s up to individual districts to determine qualifications for their substitute teachers, and there is no state certification or permit. The Texas Education Agency (or TEA) website has a useful School District Locator Map to help you find which schools are in your district and which districts you are closest to.
